Complementary Bill (PLP) 18/22 establishes a ceiling of 17% for the incidence of Income Tax on Goods and Services (ICMS) on fuels and energy. In the PLP presented in the Senate and supported by the federal government, the forecast aims to replace the drop in revenue if it exceeds 5%. Thus, the value of taxes would be deducted from the States to the Union in replacement of debt service. The problem is that there are states that are not indebted to the Federation.
