See: IPVA exemption for motorcycles could come out this year

Senators are evaluating a proposal to eliminate IPVA charges for owners of cylindrical motorcycles.

The Federal Senate is analyzing a proposal that would grant IPVA exemption to owners of low-displacement motorcycles. Initially, the text was only offered free of charge for vehicles up to 150cc.

Project Resolution (PRS) 3/2019, authored by senator Chico Rodrigues, underwent some changes to extend the benefit to more drivers. The change, presented on April 27, extends the zero IPVA for motorcycles up to 170cc.

The change was accepted by the Economic Affairs Commission (CAE). Its objective is to facilitate low-income citizens' access to a vehicle, as this type of motorcycle is most used by this segment of the population.

The majority of owners are people who use the motorcycle as a work tool. In all areas, whether in the city or in the country. Approval obviously benefits those most in need. Approximately around R$ 300 in IPVA savings already help these workers' family budgets, argues the senator.

According to Senator Mecias de Jesus, the project's rapporteur, the proposal does not lead to the union's revenue being waived since then, IPVA is a state tax. Additionally, state laws are not overridden.

Currently, thousands of car owners are exempt from IPVA every year. In general, the benefit is granted after a certain number of years after its completion, but the rule is imposed by each federative entity.

After 10 years of manufacturing: Goiás, Rio Grande do Norte and Roraima;
After 15 years of manufacturing: The states of Amapá, Amazonas, Bahia, Ceará, Distrito Federal, Espírito Santo, Maranhão, Pará, Paraíba, Piauí, Rio de Janeiro, Rondônia, Sergipe and Tocantins;
After 18 years of manufacturing: Mato Grosso;
After 20 years of manufacturing: São Paulo, Paraná, Mato Grosso do Sul, Acre and Rio Grande do Sul;
After 23 years of manufacturing: Alagoas;
After 38 years of manufacturing: Santa Catarina;
Progressive reduction: Minas Gerais and Pernambuco.
